ஒத்தாங்கு ஒறுப்பது வேந்து

King is who analyze neutrally and punish 
accordingly, so it isn't repeated

Vizhiyappan's Commentary: The rulers are those who analyze the crimes by being neutral, and punish according to the crimes; so as such crimes do not occur again.
