தலைப்பட்டார் தீரத் துறந்தார் மயங்கி
வலைப்பட்டார் மற்றை யவர்

Who renounce completely are elites;
rest are trapped by allure

Vizhiyappan's Commentary: Those who have renounced everything are elite people; those who are trapped by allure of "desire-web" are the ones next to the elites.

Those who protect everyone are the best rulers; those who are scattered by focusing on the benefit of family are the ones at lower level to the best.
